1. To know the integrity of a risks institutional management model that has offered contributions recognized to the solution of the problems created in the planning of the prevention and the attention of emergencies to a high geographic scales. 2. To increase the knowledge of the of Costa Rican institutionality, for its application in the new developments that are being given from the CNE. 3. Increase of the prevention actions and attention of emergencies of the National System of Emergencies of Costa Rica. 4. To have a model already approved to the qualification of takers of decisions of local organizations in emergency situations. 5. To amass the potential of qualification in the national and Central American scope through the participation of hemisféricos and regional organisms of technical and financial cooperation. 6. Multisectorial qualification.
