National Transportation Master Plan Study

This study concerns the preparation of a Transportation Master Plan. It's designed by the Government by the support of the African Development Bank Middle Income Countries Trust Fund. The study should involve the following: (i) a review of the national transport policy in terms of progress made in its implementation as well as its relevance to current needs; (ii) a review of the existing systems, organizational and institutional arrangements and division of functions within the country, in relation to transport; (iii) an assessment of the performance of the sector over the past five to ten years; (iv) estimating and projecting annual demand for international and domestic passenger and freight traffic for the next 10 years for all modes of transport; (v) developing transport policy, sector strategies, organizational and institutional development plan for a 10-year time horizon covering infrastructure development, operation & maintenance as well as the provision of transport services by sub sector; (vi) reviewing current selection, prioritization and resource allocation criteria used in the sector, particularly with regards to capital investment decisions and prepare a phased program of investment in each of the sub-sector; (vii) preparing a transportation master plan for a 10-year time horizon.
