The objective of the First Phase of the National Water Resources Management Project (NWRMP-1) for Kyrgyz Republic is to improve water resources management capability and irrigation service delivery for the benefit of water users. There are four components to the project, the first component being strengthening national water management capacity. This component strengthens the capacity of the DWRLI’s existing WRM division for water resources planning and management and for implementing key elements of the Water code. The second component is the Improving irrigation service delivery to Water Users Associations. This component strengthens the capacity of the DWRLI’s IDM division responsible for DWRLI managed off-farm I&D systems to: (a) improve the service delivery to water users through more collaborative, transparent and accountable processes; (b) increase the level of service fee collected from water users (to match the improved service delivery); and (c) increase the expenditure on system maintenance. The third component is the Improving irrigation management by Water Users Associations. This component will further strengthen WUAs and FWUAs to provide better irrigation services to their members, and will support other water users’ organizations, including local Water Councils (WCs) and the National Union of WUAs to improve their capacity for coordination and management. Finally, the fourth component is the project management.
