Description | The Natural Disaster Management Project, will help reduce human, economic, and financial costs of natural disasters in Mexico, by providing resources for rapid recovery - under sound budgetary management - following natural disasters, and, will reduce the likelihood of life losses, and infrastructure damage resulting from natural forces, by supporting policy, and institutional reforms, aimed at reducing natural disaster risks, and vulnerability. The project components will: 1) finance analytical design, and policy-related studies, and equipment, aimed at reducing economic, and human losses resulting from natural disaster events. In accordance with the Bank, and executing agencies, the Secretaria de Hacienda y Credito Publico (SHCP) will agree on financing preventive activities, selected within the Bank's technical criteria, in the areas of capacity building, land use management plans, building standards, and natural resources management; 2) support emergency recovery, and reconstruction activities, to be financed by the Fund for Natural Disasters (FONDEN) through the mixed state trusts (FMEs). These activities are subject to expedited procurement procedures, and, related investments will be selected in accordance to the Bank's procurement practices; and, 3) strengthen capacity of federal agencies, to be responsive to natural disasters, manage social and environmental issues, and, appropriately use risk transfer instruments. |
