Description

Description

The Natural Disaster Mitigation Project for Honduras aims to improve the capacity of the government to reduce vulnerability to natural disasters at the municipal level. There are three main project components. The first designs and improves a fully integrated national flood forecasting and decision support system to promote sustained and effective flood forecasting and early warning, effective communication channels with local communities, and long-term flood mitigation measures and watershed management. This component also 1) studies the changes in fluvial geomorphology caused by Hurricane Mitch to determine the volume of sediment deposited, identify risks from flooding and associated landslides, erosion, sediment transport and deposit; and monitor the long-term geomorphic recovery of the river basin; 2) develops a database management and information system; 3) provides community-based flood early warning systems; 4) produces base maps; and 5) strengthens the project management capability of the natural resources and environment ministry. The second component strengthens the national capacity to support emergency response at the municipal level: it identifies equipment needs, designs a national plan for disaster awareness, provides training in emergency response and local risk management; and improves the capacity to monitor and mitigate seismic risk to municipalities. The third component builds capacity in disaster mitigation at the local government level.
