NEMO project - Interoperable European Maritime Single Window environment implementation and deployment in Finland

The 22-FI-TG-NEMO-EMSWe project implements the national maritime information management system in Finland. This system will serve as Finland's comprehensive Maritime Single Window (MSW) service for the execution of all declaration processes as required by Regulation (EU) 2019/1239 of the European Parliament and of the Council of 20 June 2019 establishing a European Maritime Single Window environment and repealing Directive 2010/65/ EU (hereinafter called EMSWe Regulation). Via the Maritime Single Window, ships are enabled to fulfil reporting obligations associated with port calls. Furthermore, the system is designed to facilitate the issuance of goods declaration formalities concerning customs clearance for in-transit goods, which are subsequently directed to the National Customs System (UTU). The project also adapts the harmonized reporting interface (RIM) to the national interfaces of maritime logistics operators and authorities. The project aims to reduce the administrative burden on maritime transport operators through uniform interfaces, streamlined notification processes and the digitization of the various functions of notifiers. It will adapt the national maritime single window solution to the new and updated implementing regulations and specifications of the EMSWe Regulation. In accordance with the Commission’s multi¬annual implementation plan and in alignment with the legal framework outlined by the Commission Implementing Regulation (EU) 2023/204 of 28 October 2022 laying down technical specifications, standards and procedures for the European Maritime Single Window environment pursuant to Regulation (EU) 2019/1239 of the European Parliament and of the Council and Commission Delegated Regulation (EU) 2023/205 of 7 November 2022 supplementing Regulation (EU) 2019/1239 of the European Parliament and of the Council as regards the establishment of the European Maritime Single Window environment data set and amending its Annex (hereinafter EMSWe Implementing and Delegated Acts), the NEMO-EMSWe project ensures that all activities and deliverables adhere to the technical specifications and standards set forth in the EMSWe legal framework. More specifically, the project will: • Adapt the new national maritime single window service to the European Commission's harmonized notification interface (RIM) in line with the new message specifications (MIG). • Implement and deploy a common EU access management solution. • Integrate the EU's common databases into a national single window service. • Implement an information management environment for the transmission of harmonized notifications to national authorities. • Investigate and develop the impact of new reporting formalities on the operational processes of different actors, including risk identification and management, security of supply and cybersecurity as cross-cutting themes. • Implement value-added services supporting the digitization of maritime logistics in cooperation with the stakeholders. As the coordinator of the project, Fintraffic VTS is responsible for implementing the new Maritime Single Window (MSW). Satakunta University of Applied Sciences (SAMK) plays a pivotal role in supporting the development of the user processes related to the new notification formalities as well as designing the system's training program. The Finnish Transport and Communication Agency (Traficom) acts as an associated partner and provides support in interpreting the appropriate regulations. Furthermore, Traficom actively participates in all EMSWe and SafeSeaNet (SSN) working groups, ensuring that the project stays up to date with the most recent information regarding the common EMSWe developments.
