Description

Paul Picknelly, principal of Monarch Enterprises, proposes to construct a 15-story courthouse across the street from the existing Roderick L. Ireland house of justice in Springfield. The project aims to replace the troubled existing courthouse plagued with mold and environmental problems. The plan is one of 11 submitted to the state Division of Capital Asset Management and Maintenance and involves collaboration with Fontaine Construction and WestMass Area Development. The project is expected to be worth more than $2 billion over its lifetime and will be built on a 1-acre parcel currently housing an office building and a small parking lot. The state plans to select a developer by March, with design and preparation taking 6 to 10 months and construction estimated at 40 months, targeting completion and occupancy by 2030.
