Description | The Telecommunications Sector Reform Project will strengthen the policy, and regulatory environment in the telecommunications sector. The design, and operations of a rural telecommunications development fund will be supported, to provide incentives for private investments, thus improving the sector's services in those areas. The project components will: 1) strengthen institutional capacity, and policy functions of the Instituto Nicaraguense de Telecomunicaciones y Correos (TELCOR), through: revision, and drafting of legal amendments, and regulations; recommendation for institutional changes, be it structural, managerial, procedural and/or administrative; identification, and provision of training needs; and, preparation for an action plan; 2) establish new radio spectrum management, and monitoring systems, assessing development needs, and, procurement related issues; 3) create a rural telecommunications development fund, by preparing the strategy, and, analysis of legal and economic frameworks, for financing the development of pilot community information centers to service rural areas; 4) provide legal, and financial technical assistance for the on-going privatization of the Empresa Nicaraguense de Telecomunicaciones (ENITEL); 5) provide management support to the implementing agency; and, 6) upgrade software and data systems in connection with Y2K problems. |
