Niger - Decentralization Support Project (PAD)

The Decentralization Support Project (PAD) aims to contribute to building the capacities of decentralized and deconcentrated structures in order to promote good governance and foster poverty reduction. The decentralization support project is part of the relaunch of the reform by giving it a new impetus to meet the challenges of poverty, the harmonious and balanced development of the country, grassroots development and local governance. The project falls within the framework of the 4th priority axis of the PRSP relating to the strengthening of institutional capacities, the promotion of good governance and the decentralization of development. The PAD is also based on the achievements of four institutional support projects and the local development support project in the Diffa region financed by the Bank. The project comprises the following three (03) components: (I) improvement of the institutional and regulatory framework for decentralization and support for ownership of the reform by the population, (II) capacity building of technical supervision and decentralized entities, and reduction of resistance factors to the implementation of the reform and (iii) capacity building of the Project Implementation Unit.
