Niger - Financial Reforms and Food Security Support Programme - Phase I

The Financial Reforms and Food Security Support Program (PAREFSA I) has been designed as a series of programs financed through two consecutive General Budget Support (GBS) operations covering the 2015 and 2016 fiscal years, with a total indicative financing envelope of UA 30 million for the two phases. The programme responds to the major challenges and constraints Niger continues to face in curbing the vulnerability of its economy to external shocks with a view to sustainable and balanced socio-economic development. PAREFSA I is a logical continuation of the previous budget support programme (Programme d'appui à la croissance inclusive et au renforcement de la sécurité alimentaire - PACIRSA 2012-2014), which produced appreciable results. In addition to public finance reforms to increase the mobilisation of internal resources and the efficiency of public spending, PAREFSA I supports reforms in the agropastoral sector with a particular focus on livestock and pastoral hydraulics. Finally, the provision of budgetary support from PAREFSA I resources will also support Niger in its efforts to continue the implementation of the PDES while facing the obligation to strengthen its internal security.
