The development objective of the First Resilient Growth and Capital-Building Development Policy Financing (DPF) for Niger is to: (1) strengthen the institutional framework for economic and social resilience to shocks; (2) improve service delivery to build physical and human capital; and (3) enhance governance over natural resources. The DPF supports the goals on developing human capital, improving public access to services, and on structural transformation in the government’s third economic and social development plan 2022-2026. It also supports Niger’s intended nationally determined contribution’s goal of a low-carbon development path and building a more climate resilient economy, including through the strengthening of the disaster risk management (DRM) framework and social protection system, promotion of renewable energy sources and management of water resources.
