The proposed project builds on a long-term technical engagement with the NBI, LVBC and NBD . The concept proposed scales up certain types of actions and engagements where these regional organizations have been successful in mobilizing countries around cooperative action and where countries have expressed interest and need for further engagement. Bringing the organizations together will enable them to complement each other further effectiveness and improve synergies. The identified activities enhance, apply and expand upon the work and products of these three regional organizations related to information services, dialogue, institutional strengthening and advancing investment. For investment, the project support will develop and enhance tools and support processes to identify and analyze water-related investment opportunities, including preliminary analyses of potential investment scenarios related to the thematic areas supported by this project, but will not support site-specific feasibility or detailed design studies for preparation of investment. In alignment with the proposed Project Development Objective (PDO), the project support is organized around five main thematic areas: • Thematic Area 1: Platform for cooperation and dialogue• Thematic Area 2: Flood and drought risk mitigation• Thematic Area 3: Dam safety capacity building • Thematic Area 4: Innovative information services for climate-resilient investment planning• Thematic Area 5: Water quality investment planning and prioritizationSupport for these thematic areas is organized into five project components that are organized according to five implementing agencies participating in project implementation to simplify fiduciary and operational elements of the project. The proposed activities implemented by each center are prioritized based on the agencies’ mandates and strengths as well as anticipated opportunities for cooperation to facilitate WRM and WRD in the designated basin/sub-basin.
