Description | In August 2011, a local private company Guangdong Changqing Biomass Power Group Company signed an agreement with Ning'an Municipal Government to build and operate a biomass co-generation power plant in Ning'an City, Heilongjiang Province. The construction commencement ceremony was held in the same month. Construction was progressing well according to an article dated June 2012 and over 25% of construction should have been finished by July 2013. The 1st phase of the plant has a capacity of 30MW and total investment is US$ 48.42 million (RMB 300 million). The 2nd phase with an investment of 200 million is under plan. A special project vehicle, Heilongjiang Province Mudanjiang Nongken Ning'an Changqing Environmental Protection Energy Co., Ltd. was set up to implement to the BOT project. It seems Changqing had a 100% stake in the project. The concession term was still unknown. |
