Description	In May 2013, the Ningyang County Government granted concession to a local private company Anhui Zhonghuan Environmental Protection Technology Company Limited to operate the urban wastewater treatment plant in Ningyuang County, Shandong Province. Anhui Zhonghuan was selected through direct negotiation. The term of the concession agreement was 30 years and Ahui Zhonghuan had a 100% stake in the project.
