The NoLeFa-84 project sets in the ambitious frame of the imminent entry into force of the AI Act, with gradual application of obligations over the next 3 years. The cornerstone of the AI Act application will be AI testing, which is a shared challenge for both the ecosystem and the authorities. This project focuses on supporting the market surveillance system by delineating and preparing the establishment of Union AI testing support structures that will provide AI system testing services to national and European authorities, while also offering scientific and technical advice, and more generally act as a facilitator and center for expertise in this network. NoLeFa-84 is driven by a solid, multi-stakeholder consortium with highly complementary expertise, ranging from software testing to fair and trustworthy AI with fundamental rights preservation, including AI testing and world-class research. Fully integrated within the rich ecosystem of the AI Act implementation, including pillar members of AI Act-related standardization activities as well as membership in various networks related to AI and AI safety, this consortium is at the crossroads of numerous national and international initiatives for organising AI testing at the EU level. It therefore proposes to build on synergies and to structure the market surveillance AI testing on the basis of ongoing efforts for AI Act’s harmonised standards. Developing a suite of AI testing tools and procedures and contributing to AI Act standards on both the technical and the governance sides are the core two activities where NoLeFa-84 will seek to make a difference, for the joint benefits of AI innovators and the preservation of health, safety and fundamental rights. Those endeavours will be tightly interleaved with other activities all across the needs of Member States market surveillance authorities and the European Commission, including community building, training, providing technical advice and tackling scientific challenge.
