In 1996 Nomura Haiphong Industrial Zone Development Corporation (NHIZ) began development of a 50 MW thermal power plant the Nomura industrial park in Haiphong, and in 1999 sought permission to sell power from the plant to the national grid. The plant was to provide power to the industrial zone, and to sell excess power to Electricite de Vietnam (EVN). The initial power purchase agreement was a 2-year contract at US$ 4.5 cents per kWh signed in April 2001 for up to 40MW (peaking in the dry season). By the end of 2005, the plant continued to sell power to EVN under a subsequent contract. No information on project costs was publicly available. None None
