On June 2006, China national machinery Import and export Corporation CNMIEC (China, 100%), was signed a Build Own, Operate and Transfer agreement with Ceylon Electricity Board of CEB (Sri Lanka) for the construction, operation and Transfer for a 15 years term of a 300 MW, Coal-fired power plant at Norochcolai. Under the BOOT agreement, CNMIEC was to supply 300 MW of energy to CEB for a term of 15 years. The remainder of the energy was to be sold to the public. Following a direct negotiation process, CNMIEC was awarded to set up a 300 MW coal fired power plant at Norochcolai. The total project cost was 450 US millions. The project reached financial closure in March 2010, after many troubles, said the CEB. The 300 MW block was ceremonially commissioned by President Mahinda Rajapaksa on March 22, 2011.
