The project has the objective to support sustainable livelihoods, enhance poor and vulnerable households’ resilience to shocks, and strengthen adaptive social protection systems in Uganda. The three project components will directly contribute to the project outcomes and the fourth one will help support and coordinate project operations. Component 1 will finance investment capital, capacity building and linkages to markets for poor and vulnerable beneficiaries, especially women and youth, thereby directly contributing to income and productivity increase, access to market economy and sustainability of supported livelihood investments. This component will create the means for poor beneficiaries to sustainably graduate from poverty in the medium to long-term. Component 2 will support the most poor and vulnerable households through climate-smart LIPW and expanding to support more households in the event of shocks, gender, child, nutrition, and climate sensitive interventions, which will contribute to income smoothing in the event of shocks, increase resilience to climate shocks and reduce negative coping mechanisms (such as reduction in food consumption, distressed selling of productive assets), protect hard won human capital gains such as retaining children in school, while incentivizing intake of essential health and nutrition services during the first 1000 days in life. In the long-term, it will enhance human capital development in Uganda.Component 3 will build the foundations of transformative delivery systems, for beneficiary identification and payment, by supporting the creation of the national dynamic social registry, the scale up of digital payments, monitoring and evaluation of Uganda’s SP programs. as well as include strong mechanisms to reinforce anti-corruption mechanisms. Such systems are critical for adaptive social protection to enable a timely response in case of shocks, and to provide a platform for all government programs to identify beneficiaries in a cost-effective way. Component 4 will underpin the above activities by supporting program management and implementation capacity. Through investing in technical and managerial capacities, it will also allow continuous learning to adapt interventions during and beyond the project life cycle.Component 5 will allow for rapid reallocation of credit or grant uncommitted funds in the event of an eligible emergency.
