Description

The project involves the operations and maintenance (O&M) of the North–South Commuter Railway (NSCR) in the Philippines.The NSCR is a 147-km elevated railway spanning Central Luzon, Metro Manila, and Calabarzon, designed to connect Clark, Pampanga, to Calamba, Laguna. The NSCR O&M project will be executed under a PPP arrangement, with an estimated O&M contract value of PHP229.32 billion (US$4 billion). The railway, featuring 35 stations and three depots (in Clark, Valenzuela, and Calamba), aims to serve up to 800,000 passengers daily in its initial phase, with the potential to reach one million. It will include 51 commuter train sets (each carrying 2,242 passengers) and seven limited express train sets (386 passengers each), operating at speeds of 120–130 km/h to reduce travel time from Clark to Calamba from four hours to approximately three hours, and Clark to Alabang to about two hours via express service.The project’s pre-operations phase is set for March 2026 to July 2027, with partial operations for Phase 1 (Clark to Valenzuela) from December 2027 to September 2028, and Phase 2 (extending to Nichols and Alabang to Calamba) from October 2028 to December 2031. Full operations are expected by January 2032.
