Description

This 10 year affermage contract between l’Office des forages ruraux (Ofor) (Office of Rural Borehole Management) and the project company Société d’exploitation d’ouvrages hydrauliques (Seoh) was signed in December 2014 and went into operation in July 2015. SEOH will be responsible for the maintenance and management of some 14 drinking water systems in a rural area and provides also the billing and collecting services of water charges and customer contacts. SEOH is a joint venture of Aquanet, Aquavirunga and the Senegalese contractor Generale des eaux et de l'assainissement urban et rural (GEAUR). Aquanet and Aquavirunga are both subsidies of the Dutch NV PWN. The World Bank advised on the tendering process. This affermage contract is a pilot PPP for the country's water sector, further tenders are expected.
