Description | Opportunity Replace three aging buildings at the QEII hospital complex in Halifax, part of a $2-billion redevelopment of the Maritime region's major hospital system. The province will pay 50% of the cost of the project when it reaches "substantial completion" then pay the balance in regular payments to the private partner over the course of the 30-year agreement. One request is for the Community Outpatient Centre in Bayers Lake, and the other is for the Halifax Infirmary site of the QEII Health Sciences Centre. Responses to the two RFQs are due 22 March and 26 April respectively. Estimated capex for the Halifax Infirmary Project is roughly CAD 500m (USD 371m) range, while Bayers Lake project is in the range of CAD 100m. Both projects are expected to have concession terms of 30-years following completion of the project. The new Community Outpatient Centre will include space for primary care services to be delivered by a health care team such as doctors, nurses and other health professionals, clinics such as physio and occupational therapy, high blood pressure, diabetes and orthopaedic assessments, 17 examination rooms, 24 dialysis stations, diagnostic imaging (x-rays and ultrasounds), blood collection and post-surgery or post-treatment follow-up appointments According to the RFQ documents, the shortlist for the Bayers Lake project is expected to be released 31 May, 2019, with the RFP scheduled to be issued July 2019. RFP submissions are currently scheduled to be due January 2020, and identification of a preferred proponent is targeted for March 2020. Commercial and financial close are both expected to be reached in May 2020. The shortlist for the Halifax Infirmary project is scheduled for 27 July, and the RFP release is targeted for February 2020. Responses to that RFP are expected to be due October 2020, and a preferred proponent selection is scheduled for December 2020. Commercial and financial close are expected to be reached in February 2021. |
