Description

In January 2007, Intertechelectro New Generation [Russian Federation] launched construction of Russia's first privately-funded power plant project. The project – a 124 MWe, 90 Gcal/hr combined-cycle gas turbine plant – was developed near Noyabrsk, in the oil-rich region of Tyumen, at an estimated cost of US$150 million. The project consisted of two 62-MWe units, each comprising a 42-MWe gas turbine supplied by GE Energy, and a 20-MWe steam turbine supplied by Kaluga Turbines. Local engineering group ZIO supplied the heat recovery steam boilers. The plant will produce power to be sold on the wholesale electricity market, with heat to be sold to the local municipal-owned district heating company. Gazprom will supply gas from an existing trunk pipeline. The project reached financial closure in 2009. The Moscow-based, privately-owned developer has arranged a RUR2.54 billion (US$80.0 million) credit line for a period of seven years with Russia's state bank Sberbank to fund the project. A spokesman for the company said in March 2010 that the new station will enter service in Q2 2010.
