NSL Renewable Power Private Limited (NRPPL), an existing IFC investee company (# 29912), is a subsidiary of NSL Group established for implementation of renewable power projects across the country. NRPPL intends to set up a wind power project of 75 MW in Chilarwadi village of Man Tehsil, Satara District of Maharashtra, India (the “Project”) through a subsidiary NSL Wind Power Company (Satara) Private Limited (“NSL Wind” or the “Company”). The Project will be implemented in two phases with 25.5 MW to be implemented in the first phase. Construction period for each phase is expected to be [6] months from start of construction. IFC is considering providing a loan to NSL Wind to part finance the Project.The Project involves supply, erection, testing, commissioning, operation and maintenance of 50 wind turbines, with a unit generating capacity of 1.5MW to be supplied by ReGen under a supply, erection and commissioning contract with NSL Wind. Further, ReGen is also the O&M operator of this Project under an O&M contract with the Company. Transformers will be located near the turbine within an access controlled area. Underground cables will connect each turbine-transformer and overhead conductor will connect the transformer to the pooling substation. ReGen has constructed a 220 kV Transmission Line from Pooling Substation to the Maharashtra State Electricity Transmission Company Limited (MSETCL), the state transmission utility’s interconnection point. The pooling sub-station, 220 kV T-Line and monitoring station will be shared with 125 MW capacity ReGen’s other existing and future projects for other project owners.The Project area falls in three villages viz. Chilarwadi, Puklewadi and Virli of Man & Khatav tehsil in Satara District of Maharashtra State of India. The wind farm will be located on a table top plateau and will require a total area of 62 ha. However, at each turbine location only about 1 ha land is required. Typically, each turbine is located in the center of a 50-80 m diameter land plot, which includes also the transformer and switchyard for the turbine. However, 2.5 acres of land is usually purchased for each turbine location. The additional land over and above the 80 m diameter is used as lay down area during construction and is required for use by cranes during both turbine installation and maintenance work. The balance 12 ha land is for access roads and internal roads between turbines. 62 ha of land is comprised of 33.4 ha private land purchased on a willing seller-buyer basis and 28.6 ha government revenue land to be transferred/leased to the Company. The Company has availed the services of a land agency to purchase the private land. 33 of the 50 turbines will be located on private land and the balance on government revenue land. There is an operating 42 MW project about 1 km from the Project site and a further 100 MW of existing wind power project located at about 5 km or more from the Project site. Additionally, 31.5 MW of projects are proposed of which 16.5 MW is within 1 to 5 km of the Project site. There has been no diversion of government land or sale of private land from Virali village to any other project. Further, 5 and 3 turbines from other proposed projects are planned in Chilarwadi and Puklewadi villages requiring about 6 and 3.5 ha of land respectively.
