Description

On April 30, 2009 the Peruvian company Obras de Ingenieria SA (Obrainsa) signed a 15-year concession contract with Peru’s Ministry of Transport and Communications (MTC) to rehabilitate, operate and maintain the 47km Nuevo Mocupe – Cayalti – Oyotun Highway in the department of Lambayeque. The rehabilitated road was expected to improve transportation in frontier agricultural districts of Lagunas (Mocupe), Zana, Cayalti, Nueva Arica y Oyotún as well as provide access to tourists going to the royal tombs of Sipan, directly benefitting 50,954 inhabitants. On January 26, 2009 the contract was awarded to Obrainsa in a competitive tender launched by Proinversion in April of 2008. Obrainsa submitted the only final bid. The bidding criterion was the lowest government payments totaling US $17 million in the first year. The payments were in two forms: a construction subsidy to be paid out in the first year Pago por Obras (PPO) of 15 US $15.6 million and a payment for operation and annual maintenance or (PAMO) for US $1.4 million paid out annually over the 15 year concession. The project company name was not available.
