The Oaxaca II, III and IV Wind Farms had 101.5 MW of capacity each and were to be located in the state of Oaxaca. The projects were to be Independent Power Producers under Mexico's Federal Electricity Commission (CFE). The three wind farms were tendered in the same auction but were contractually independent. Each turbine was to have approximately 1.5 MW of capacity. The wind parks were eligible to apply for and sell Emission Reduction Certificates, as Mexico was eligible for the Kyoto Protocol's Clean Development Mechanisms. The BOO contract for the Oaxaca IV Wind Farm was awarded to Acciona in March 2010 by Mexico's Federal Electricity Commission (CFE). Including ACCIONA, there were four bidders including: Iberdrola Renovables [Spain], Recursos Eólicos de México (ACS) [Spain], and Enerfin Sociedad de Energía (part of the Elecnor group) [Spain]. CFE was to purchase the energy generated by the three wind farms under a 20-year power purchase agreement (PPA). Acciona submitted a bid of US$.0637/kWh for the first year of operation of the Oaxaca IV Wind Farm which was indexed for the contract's 20-year duration. The total project cost was approximately US $200 million. No information on financing was publically available. As of May 2011, the Oaxaca II Wind Farm was 67% completed, Oaxaca III 86% and Oaxaca IV 47%. All three projects became operational in October 2011.
