Description | H.B. 170 authorizes carbon capture and storage (CCS) projects in Ohio, allowing underground injection of CO2 into geologic formations through Class VI injection wells. The law establishes a regulatory framework under the Ohio Department of Natural Resources Division of Oil and Gas Resources Management, including provisions for fees, host community funds, statutory consolidation of pore space interests, project closure, liability, and appeals. The law becomes effective on September 23, 2026, and rulemaking by ODNR is the next step. |
