Description

The Old Diamantina Railway Station occupies a building of eclectic architecture with 550 m2 of built area, located in Largo Dom João, in the municipality of Diamantina, in Minas Gerais. It was built and inaugurated in 1913 under the responsibility of the Estrada de Ferro Vitória a Minas Company. In 1994, activities were closed by RFFSA, then administrator of the branch to which the station belonged. Subsequently, it became part of IPHAN's Railway Cultural Heritage, in view of the company's extinction in 2007 and its consequences. Currently, the station is used as the headquarters of the Fire Department. Given its historical-cultural importance for the city of Diamantina, the station was selected by the Interministerial Committee established by Decree No. 10,349, of May 13, 2020. The decree qualified, in the Investment Partnership Program (PPI), the attraction policy of private investments for the tourism sector, for the purpose of preparing studies and partnerships aimed at implementing new ventures and the tourist use of the country's cultural and natural assets. The Policy for Attracting Private Investments for the Tourism Sector The Ministry of Tourism (MTur), with the aim of preserving and valuing cultural heritage, through partnerships and concessions with the private sector, established Revive Brasil, within the scope of MTur, and proposed the qualification of the investment attraction policy in the PPI. A Brazil-Portugal cooperation protocol, signed at the beginning of 2020, and a Portuguese program called Revive were used by MTur as a reference. In the context of the investment attraction policy, through CPPI Resolution No. 163, of December 2, 2020, the PPI Council voted for the qualification of three cultural assets at its 14th meeting: the old Railway Station; the Village of the Sentenced, located in Fernando de Noronha, in the state of Pernambuco; and Palacete Carvalho Motta, located in Fortaleza, in the state of Ceará. Decree No. 10,677, of April 16, 2021, ratified the qualification of properties in the PPI. Another four cultural assets had already been qualified at the 13th CPPI meeting, namely: Fort Nossa Senhora dos Remédios, located in Fernando de Noronha, in the state of Pernambuco; Fortaleza de Santa Cruz (Forte Orange), located in the state of Pernambuco; Santa Catarina Fortress, located in the state of Paraíba; Pau D’Alho Farm, located in the state of São Paulo. Of the seven properties belonging to Brazilian historical and tourist heritage qualified under the PPI, five were indicated for carrying out specialized studies to structure delegation plans to the private sector through non-reimbursable resources from the BNDES Project Structuring Fund (BNDES FEP). In addition to studies of the Old Diamantina Railway Station, the project will also provide studies relating to the Santa Cruz Fortress (Forte Orange); to the Santa Catarina Fortress; to Fazenda Pau D’Alho and Palacete Carvalho Motta. Studies on Fernando de Noronha properties were not included, given the need for greater understanding, at the time, between the Union and the state of Pernambuco. Resolutions and Decrees: Decree No. 10,349, of May 13, 2020 – Provides for the qualification of the policy for attracting private investments for the tourism sector, within the scope of the Investment Partnership Program of the Presidency of the Republic. CPPI Resolution No. 163, of December 2, 2020 – Opines for the qualification of the tourist enterprise within the scope of the Investment Partnership Program – PPI for concession purposes. Decree No. 10,677, of April 16, 2021 – Provides for the qualification of tourist enterprises within the scope of the Investment Partnership Program of the Presidency of the Republic.
