Overall, the project will enable the OGP Secretariat to provide enhanced technical assistance to countries in designing and implementing their open government reforms. The OGP Secretariat will collaborate closely with the Government POCs and members of the MSF in the targeted Beneficiary Countries to capture their experience and glean lessons learned from the OGP process. This project will be implemented over the course of three years and finance the cost of staff and consultancy services necessary to undertake the activities outlined below and achieve the PDO.Component 1: Knowledge and learning for improved results in OGP processes and reforms. The objectives of this component are: (i) to support members of the OGP Secretariat’s Learning and Innovation Team to design and implement organizational learning approaches; and (ii) to strengthen the OGP Secretariat’s capacity for adaptive learning and sharing mechanisms throughout the design and implementation of OGP action plans. Sub-component 1.1: Enhance learning of the OGP Secretariat to strengthen the provision of technical advice and guidance to OGP stakeholders. Activities include:a. Designing a Knowledge and Learning Plan for internal OGP Secretariat by identifying the needs of the Country Support Team and the Beneficiary Countries.b. Developing or facilitating regular internal learning exchange activities and knowledge products to connect Country Support Teams to technical expertise in thematic areas.Sub-component 1.2: Improve learning and knowledge dissemination to Beneficiary Countries.a. Identifying and codifying what works and why in open government reform planning, monitoring and implementation.b. Designing a Learning Plan to facilitate the improvement of skills and capacities of OGP stakeholders.c. Developing and disseminating a set of products and tools, and carrying out events for learning, knowledge exchange for Beneficiary Countries.d. Periodically publishing and deploying effective wide and targeted dissemination of brief reports, fact sheets, short stories, newsletters, or blogs on progress, lessons learned, and results achieved on the groundComponent 2: Strengthen the capacity of governments in targeted Beneficiary Countries to support the development, implementation and monitoring of open government reforms. This component will aim to support the development, implementation and monitoring of the progress of open government reforms included as commitments in the OGP Action Plan of four countries. The work program to be carried out under Component 2 will be agreed upon between the Bank and the Recipient and may be subject to the consent of the relevant Beneficiary Countries.Sub-component 2.1 – Strengthen the co-creation process, multi-stakeholder engagement, and design and implementation of open government reforms. The OGP Secretariat will undertake required procurement processes to determine four local technical consultants with the qualified experience to facilitate dialogue between government and CSO stakeholders in the MSF to co-create, implement and monitor the action plans in each of the four countries: Kenya, the Republic of North Macedonia, Senegal and Uruguay.Sub-component 2.2 – Broker support to OGP Government POCs and members of the MSF in targeted Beneficiary Countries. To increase the effectiveness and improve the results of the activities implemented by the local technical consultants, the OGP Secretariat will be responsible for supporting Government Point of Contacts and government and CSO members of the MSF by facilitating access to the latest international best practices or standards on designing and implementing open government reformsComponent 3: Project Management, Reporting and Monitoring. Activities related to day-to-day Project management, monitoring,and reporting, including evaluation of activities financed under the Project, dissemination of results, and development of a monitoring, evaluation and learning framework for adaptive learning and Project management.The OGP Secretariat will collaborate closely with governments and civil society in targeted countries to continuously improve and seek corrective actions in their OGP processes. This project will be implemented over the course of three years and finance the cost of staff and consultancy services necessary to undertake the activities outlined below and achieve the PDO.
