Open Science for Ukrainian Higher Education System

Open4UA aims to advance the growth of Ukraine’s knowledge-driven economy for the post-war recovery by reforming the higher education (HE) system. This will be achieved through prioritising Open Science (OS) across different levels (from National policies to individual researchers), which is reflected in the project objectives (OBJs). OBJ 1 - fostering the National reform on OS for the HE system modernisation and EU integration by supporting legislation amendments based on the orchestrated National consensus. OBJ 2 - introducing existing advanced approaches and creating state-of-the-art recommendations and mechanisms to reform research assessment (RA) to prioritise OS at the National level during state certification of higher educational institutions (HEIs) and research projects evaluation. OBJ 3 - fostering the institutional reform on OS and advancing RA in HEIs through developing and piloting related toolkits. Project activities and outputs will be aligned with the EU best practices in OS and RA and based on sound knowledge transfer from EU partners, involvement of key stakeholders, and supervision by international experts. As a structural reform project, Open4UA will bring positive systemic change benefiting diverse target groups (TGs). TG 1 - National authorities (relevant Parliamentary committees, Government, and particularly the Ministry of Education and Science) by offering a draft Law of Ukraine amending legislation on National OS policy. TG 2 - public bodies in charge of education and research (including research funders) by providing a policy framework on OS and RA and tools boosting transparency (open database of funded projects). TG 3 - HEI leadership and managers by developing and piloting an institutional toolkit for OS implementation and RA advancement. TG 4 - all members of the Ukrainian academic community by ensuring wider dissemination of knowledge and providing the means to implement and reward OS practices in their work.
