Description | The European Fact-Checking Standards Network (EFCSN) proposes a comprehensive work program for the first year operating grant of the framework partnership under the CERV program, to help the European network of fact-checking organizations to counter disinformation and foster civic engagement across Europe. With 56 member organizations across 34 countries — 37 of which are based in EU Member States — the EFCSN represents a truly pan-European network that includes a diverse range of large and small fact-checking organizations. Through a combination of capacity-building, network expansion, innovative technological solutions, policy advise and advocacy, the EFCSN addresses the evolving challenges of disinformation and supports the EU’s strategic goals as outlined in the European Democracy Action Plan, the Defence of Democracy Package, the Digital Services Act (DSA), and the Code of Practice on Disinformation. Our proposal focuses on enhancing the capabilities of fact-checking organizations by providing training, resources, and tools to counter disinformation effectively. It promotes inclusive civic participation by empowering citizens with reliable, fact-based information and advocates for greater accountability of online platforms in mitigating systemic risks. Additionally, the EFCSN will lead efforts in technological innovation, such as developing a common data framework for information integrity signals and institutionalizing prebunking practices, ensuring that fact-checking evolves to meet emerging challenges. With its pan-European scope, cross-border collaboration, and commitment to equity and transparency, the EFCSN’s activities directly contribute to the EU’s vision of a resilient, informed, and democratic society. This proposal ensures that the EFCSN and its members remain at the forefront of safeguarding information integrity and promoting democratic values in Europe. |
