Opportunity The Ontario Provincial Police (OPP) provide police services to over 70 per cent of municipalities and 19 First Nations across the province.  In order to provide law enforcement services 24-hours-a-day, seven-days-a-week, today’s police forces must be equipped with sophisticated tools, receive basic and specialized training, have access to advanced technology, and be accommodated in modern facilities. To help meet these needs, the Ministry of Community Safety and Correctional Services began an infrastructure modernization program in 2003 to replace and upgrade facilities across the province that had outlived their usefulness. By 2009 32 OPP facilities had been replaced or significantly renovated. The province decided to modernize an additional 18 facilities using a public-private partnership. Challenges One of the most challenging aspects of the project was the large geographic span between facilities, with the most western and most eastern locations almost 2,000 kilometres apart. Labour, supplies and equipment all had to be sourced regionally while regional weather variations and site conditions had to be considered. Coordinating construction schedules at 16 sites across the province including transitioning from the old buildings to the new with no downtime and continued security. Innovations The project was the first of its kind in Ontario to use a P3 approach to bundle a number of smaller, diversified projects over a large geographic area and to attract international partners and financing. The project used three standardized building designs—one each for local detachments, regional headquarters and forensic identification units—allowing for economies of scale and providing a consistent image. Results The project resulted in 18 new facilities including detachments, regional headquarters and forensic identification units in 16 communities. Facilities feature up-to-date amenities to better support the demands of modern police operations and meet the needs of the communities they serve. The facilities were completed on-time and on-budget in only 26 months, significantly less time than it would have taken using traditional procurement. The new OPP buildings were designed and built to meet the Leadership in Energy and Environmental Design (LEED) Silver standards, incorporating environmentally sustainable construction practices and energy efficient design. “We are delighted to have been given the chance to be part of this AFP project, which is of such importance for the Province of Ontario.
