Description | The Orussei Hydroelectric Power Plan is a 338 MW project located in Koh Kong Province, about 180 kms west of Phnom Penh. The government of Cambodia awarded the project to Chinese China Huadian Corporation through direct negotiation. The project was to be developed under a 30-year build-operate-transfer (BOT) contract with the state-owned Electricite de Cambodge(EDC). The total project cost was estimated to be US$558 million. The project reached financial closure in July 2010 with US$412 million financing from China Ex-Im bank. The financing benefited from political risk insurance from Sinosure and a pre-completion guarantee from Huadian Power International Corporation. DFDL Mekong was Cambodian legal adviser and Jingtian & Gongcheng provided Chinese law advice. |
