Description

The proposed PREPARE program will build on lessons learned from the World Bank’s ongoing Pacific Resilience Program (PREP) Program on end-to-end Multi-Hazard Early Warning System (MHEWS). The first phase of support will include the Republic of the Marshall Islands (RMI), Samoa, Tuvalu, and the Pacific Islands Forum Secretariat (PIFS). Additional phases of the MPA could support other Pacific Island Countries (PICs) eligible for IDA finance including the Federated States of Micronesia (FSM), Fiji, Kiribati, Palau, the Solomon Islands, Tonga, and Vanuatu. The comparative advantage of additional support from other relevant regional organizations, such as the South Pacific Regional Environment Programme (SPREP) and The Pacific Community (SPC), will also be explored.The MPA program is structured under four pillars, which would be implemented at both the regional and country-level. • Pillar 1: Strengthening MHEWS. Activities under this pillar will invest in both regional and country-level decision support systems, instrumentation, and capacity and institutional strengthening for MHEWS, focusing on climate related and geophysical hazards. This includes strengthening the “upstream” end of effective MHEWS through investments in observations and forecasting, dissemination and communication, as well as supporting regional-level disaster risk knowledge management and country-level hazard monitoring. • Pillar 2: Emergency Preparedness and Response. Activities under this pillar will enhance regional and national-level response capacities to better prepare for, and respond to, future disasters. This will be achieved through supporting the “downstream” end of effective MHEWS, particularly investments in emergency management infrastructure, dissemination and communication, and preparedness and response at the regional, country and community level.• Pillar 3: Project Implementation Support. Activities under this pillar will support the establishment of the Project Implementation Units (PIUs) for participating countries and regional organizations to carry out program implementation following World Bank approval of the MPA.
