The Town of Pagosa Springs is proposing a sales tax increase to fund critical repairs to its aging sewer system and potentially build a new wastewater treatment plant. The existing system is rated poor to fair, with one-third of pipes needing critical repairs. The estimated cost to make the system healthy and efficient is between $80 million and $100 million, with $15 million needed immediately for pipe repairs. A 1 percent sales tax increase is expected to generate $3.6 million in the first year and take about 25 years to fund the entire project if the town proceeds with building its own treatment plant.
