Description | On September 9, 2009 The consortium Terminales Portuarios Euroandinos (TPE), signed a 30-year concession contract for the port of Paita with Peru’s Ministry of Transport and Communications (MTC). The consortium Terminales Portuarios Euroandinos (TPE), of which Mota-Engil was the majority shareholder, officially took over the administration of Paita Port, in Piura region on October 7, 2009. At the time of the tender the facilities include a jetty-like dock of 365 m long and 36 m width, four mooring points 32' depth to serve ships up to 25,000 DWT as well as a container yard of 25,000 m². The port mainly handled farming, fishing, minerals goods and containers (109,136 TEU in 2007). The concession contract mandated a two stage expansion of the terminal. Stage one consisted of 300m-long container terminal, a container patio covering a minimum 12ha and dredging the canal to 13m, addition of four cranes, including two gantry cranes. The project was awarded to Terminales Portuarios Euroandinos (TPE) on March 31, 2009 in an international, competitive tender. The lowest tariff was the bidding criterion. Tariffs in Paita were scheduled to be US $120 and US $151 for 20-foot and 40-foot containers, respectively were to be reviewed by the regulator Ositran every five years. Three consortia submitted bids, but only TPE submitted a final technical and financial proposal, and was therefore the only final bidder. The other pre-qualified firms were APM Terminals Paita [Netherlands, Peru] and Zona Norte- Consorcio Portuario [Panama, Peru, USA] . Terminales Portuarios Euroandinos was comprised of Portuguese Tertir Terminais, and Peru's Translei, subsidiaries of Mota-Engil [Portugal, 75%] and Peruvian firm Cosmos Agencia Maritima SAC, a subsidiary of Andino Investment Holding [Peru, 25%]. The concessionaire was responsible for an initial investment of US $131 million and expanding the capacity of the terminal to 220,000 TEU. Investment in the three stages was estimated at total US $ 293 million (US$ 131 million - First phase; US$ 19.3 million - Second phase; US$ 19.8 million - third phase). Construction works on teh first phase commenced in December 2011, and were concluded in February 2015. In April 2012, the sponsors had raised US$ 110 million in debt to finance the first phase of the expansion works. |
