Description

Description

The objective of the Third Palestinian NGO Project is to provide social services to those who are poor, vulnerable or affected by the deteriorating socioeconomic conditions by establishing an effective mechanism to improve the quality and sustainability of NGO social service delivery. In order to improve the quality and sustainability of social service delivery by NGOs, the proposed project will provide grants to NGOs and contribute towards the development of the sector through improved governance and accountability practices. Three components are envisaged: (a) NGO Grants for Social Service Delivery; (b) NGO Sector Development; and (c) Institutional Development of NDC. The first component will provide five different types of sub-grants to NGOs for social service delivery, focusing on sub-sectors and themes where NGOs have a comparative advantage: (a) Empowerment Grants which support experienced NGOs in providing innovative social services; (b) Mentoring Partnership Grants support social service delivered by small community based NGOs partnering with experienced NGOs; (c) Grants to Specialized Health Service Providers; (d) NGO-Local Government Partnership Grants piloted through joint activities designed and implemented by municipalities and NGOs, and (e) Emergency Grants to NGOs to support communities impacted by the current economic crisis through short-term employment generation. The second component aims to develop the NGO sector as a whole to become more responsive, transparent and accountable to Palestinian communities by setting standards, promoting collaboration within the sector and strategic policy research and planning through three sub-components : (a) Implementation of NGO Code of Conduct; (b) NGO Sector Coordination and Information Exchange, and (c) Policy and Research. The third component supports the organizational effectiveness of the NGO Development Center (NDC), a newly established institution and the former Project Management Organization (PMO) of the Palestinian NGO Project (PNGOI) through three sub-components, namely, the establishment of a resource mobilization and communications unit, the establishment of an outcome-based M&E system for NDC to track results on the ground and train grant recipients on outcome-based project monitoring, and the establishment of NDC and project management of the overall program which finances the management of the grant award and implementation process.
