Pamir Private Power Project

The objective of the Pamir Private Power Project, is to improve reliability, and enhance the quality of electricity supply in the Gorno Badakshan Autonomous Oblast region, through private sector involvement, in a financially, environmentally, and socially sustainable manner. The project components shall include: 1) completion of the existing Pamir hydro plant, and the associated Lake Yashikul regulating structure, which will entail the construction of a temporary diversion channel, and a spillway at the lake's secondary outlet, to then build a permanent outlet regulating structure at the main natural outlet. The objective is to regulate the lake's outflow, and increase water availability to the Pamir Hydro Plant in winter (low flow period). Access roads to the diversion/spillway area, a small channel at the spillway (to temporary lower the lake's water levels during construction), and a control operation station will also be constructed. Civil works are also included for the repairs and rehabilitation of tunnels, penstock, surge tank, and related works for the hydro pant infrastructure; 2) rehabilitation of units 1, and 2 of the Pamir hydro plant, as well as the plants at Vanj, Khorough, and Namangut, which will include general overhaul, new turbines, and control/protection systems upgrade, as needed; 3) rehabilitation of transmission lines, and substations in the project area; and, 4) technical assistance, and consulting services, to be financed by PamirEnergy and the International Finance Corporation, covering procurement services, and operational and management assistance of the utility for a period of four years. Computerization, office equipment, and training will be financed.
