Opportunity The Pan American and Parapan American Games are one of the world’s largest international multi-sport events. The games are held every four years for athletes of the 41 member nations of Pan American Sports Organization and the 26 member nations of the Americas Paralympic Committee. The games are comprised of all Olympic Summer Games sports as well as traditional Pan American sports.  In the summer of 2015 Toronto hosted the games. In order to host the games, it was necessary to make major investments in sports and recreation infrastructure around the city. Infrastructure Ontario and Toronto 2015 worked collaboratively with York University and the City of Hamilton to develop two stadia and a velodrome facility. Challenges Scheduling delays resulted in all three facilities being delivered nearly a year late. Innovations The project still came in under-budget as the nature of the Project Agreement signed for the three venues meant that the contractors were responsible for absorbing cost overruns. Results The Pan Am Stadium project resulted in the redevelopment of Ivor Wynne Stadium in Hamilton. The facility: Meets all the technical requirements of both the Canadian Football League (CFL) and the Fédération Internationale de Football Association (FIFA); Has the capability to expand to host future Grey Cup games; and Has press and broadcasting facilities. The Pan Am Velodrome in Milton meets all the technical requirements of the Union Cycliste Internationale (UCI) and includes a 20 metre indoor track and capacity for 2,500 seats. The new Pan Am Athletics Stadium at York University is a 3,000 fixed-seat stadium designed to meet Toronto 2015, International Association of Athletics Federations (IAF) and Canadian Interuniversity Sport (CIS) specifications. Environmentally friendly features at the three venues include: Building materials with recycled content and a minimum of 75 per cent diversion rate for construction waste from the landfill; Reducing indoor water use by 35 per cent by using highly efficient plumbing fixtures; and Minimizing solar heat gain by installing reflective roofing.
