Description
Description | The Mother and Child Basic Health Insurance Project will contribute to an overall reduction of Paraguay's maternal and infant mortality, by increasing the use of selected life-saving services included in the country's Mother and Child Basic Health Insurance Program (MCBI) by women of child-bearing age, and children under age six in selected Areas. To this end, the Project will improve the quality and efficiency of the health service network within Project areas, in addition to increasing the Ministry of Public Health and Social Welfare's (MSPBS) management capacity, through the following components. The first component, will extend the delivery of the Essential Package of Services (EPS) to women of child-bearing age, and children under age six (target population) in the ten poorest departments of the country under the MCBI Program. Following is the second component, which will strengthen the Ministry of Public Health and Social Welfare's (MSPBS) capacity, to lead and implement the MCBI. The third component will introduce the social management of MCBI, to ensure the target population, particularly that historically marginalized, obtains adequate knowledge and motivation to seek the essential package of services (EPS), and, enrollment of the target population in the program is facilitated as well. Finally, the last two components will enhance the monitoring and evaluation capacity of the MSPBS, particularly with respect to the MCBI, including financing concurrent audits; and, support technical assistance, materials, and operational costs required for Project management. |
