PT Makasar Power was awarded the license to build, own and operate a six-units diesel power plants with total capacity of 60 MW. PT Makasar Power was a joint-venture between Singapore Power, Ashtor and Tomen Corp. (each partner held one third of the company's shares). The Pare Pare Power Plant required investments amounting to US$70 million. Construction works had completed and the sponsors were negotiating a power purchase agreement (PPA) with the electricity authority of Indonesia. The government put on hold many of the independent power producer (IPP) projects in late 1997 as part of the retrenchment program to cope with the economic crisis. PLN, which was financially troubled by the crisis, asked to renegotiate the PPAs, especially with regards the price. In 2003, 14 of the 26 IPPs, including Pare Pare, agreed to continue their projects under a new pricing scheme, while seven agreed to terminate the PPAs. The government and PLN each agreed to take over two projects. None None
