In order to support the Inter-American Development Bank (IDB) in setting up and expanding its activities in Latin America and the Caribbean (LAC) in the area of climate change, the Sustainable Energy and Climate Change Initiative (SECCI) was founded in 2007 with intensive support from the BMZ. SECCI's goal is to give the climate issue business policy weight within the IDB and to significantly increase the lending volume of projects and programs to prevent and adapt to climate change (mitigation and adaptation) within the IDB portfolio. The planned FC contribution provides for a continuation and expansion of the existing Financial Cooperation (FC) between SECCI and the German FC by a further EUR 7 million (FC grant). In contrast to the previous two phases of FC engagement with SECCI, no SFF funds are now available for this and the FC volume of over EUR 7 million comes from a conventional BMZ commitment. In addition to financing three consultants (Externally Funded Contractuals - EFCs) to support the preparation and implementation of investment projects in LAC, study and consulting measures, especially for the identification, preparation and support of investment projects and programs, as well as investment cost subsidies are to be financed. In addition to the general objective of SECCI mentioned above, the German contribution is aimed at deepening the strategic cooperation between Germany and the IDB and identifying and preparing suitable cooperation projects.
