Description

The project makes a contribution (EUR 18 million) to the multilateral Multi Donor Trust Fund (MDTF) of the Partnership for Support to the Implementation of Uganda's National Development Plan, managed by the World Bank (WB). Under Window 5 of the MDTF, the implementation of the GoU's Investing in Forests and Protected Areas for Climate-Smart Development (IFPA-CD) project is supported. The aim of the project is to improve the sustainable management of forests and protected areas and to increase the benefits of forests for communities in the target landscapes (north to southwest Uganda). The sharp decline in forest areas in Uganda (50% over 30 years) is due to the conversion of forests into agricultural and other land and the increasing demand for firewood. Commercial forestry in Uganda is not sufficiently developed to sustainably meet demand and develop value chains (core problem). IFPA-CD comprises 4 components 1) Improving the management of forests/protected areas; 2) Increasing income and jobs from the forests/protected areas; 3) Improving tree populations outside the protected areas; 4) Project management. The central project implementation partner on the below side is the Ministry of Water and Environment (MWE). Earmarking of donor contributions in the MDTF is not possible. However, a soft preferencing for the German contribution was agreed with the WB. Germany will support value creation in the wood processing industry through a matching grant scheme and promote market connection measures for the wood processing industry. Districts will be supported in developing mixed-use agroforestry systems on household land plots as well as in establishing smaller commercially oriented woodlots and thus becoming more resilient to the effects of climate change. Community forests outside protected areas will also be supported.
