Description | Fazenda Pau D’Alho is located in the municipality of São José do Barreiro, micro-region of Vale do Paraíba, in the state of São Paulo. The farm is one of the oldest rural establishments dedicated exclusively to coffee monoculture. Its buildings organized around terreiros constitute, in addition to an important landmark in the history and economy that characterized the transition between the Colony and the Empire, one of the most beautiful examples of architecture produced in Brazil throughout the 19th century. The architectural complex is made up of a large house, yard, slave quarters, stables, warehouse, workshops, pylon battery building and water wheel, two mills and warehouses. In addition to this complex, the complex has an unfinished construction of 10 masonry rooms. Given its historical-cultural importance, the farm was selected by the Interministerial Committee established by Decree No. 10,349, of May 13, 2020. The decree qualified, in the Investment Partnership Program (PPI), the policy of attracting private investments for the tourism sector, for the purpose of preparing studies and partnerships aimed at implementing new ventures and the tourist use of the country's cultural and natural assets. The Policy for Attracting Private Investments for the Tourism Sector The Ministry of Tourism (MTur), with the aim of preserving and valuing cultural heritage, through partnerships and concessions with the private sector, established Revive Brasil, within the scope of MTur, and proposed the qualification of the investment attraction policy in the PPI. A Brazil-Portugal cooperation protocol, signed at the beginning of 2020, and a Portuguese program called Revive were used by MTur as a reference. In the context of the investment attraction policy, through Resolution No. 129, of June 10, 2020, the PPI Council decided to qualify four cultural assets at its 13th meeting: Forte Nossa Senhora dos Remédios, located in Fernando from Noronha, in the state of Pernambuco; the Fortaleza de Santa Cruz (Forte Orange), located in the state of Pernambuco; the Santa Catarina Fortress, located in the state of Paraíba; and Pau D’alho Farm. Decree No. 10,466, of August 18, 2020, ratified the qualification of properties in the PPI. Three other cultural assets were qualified at the 14th CPPI meeting, namely: Old Diamantina Railway Station, in the state of Minas Gerais; Village of the Sentenced, located in Fernando de Noronha, in the state of Pernambuco; Palacete Carvalho Motta, located in Fortaleza, in the state of Ceará. Of the seven properties belonging to Brazilian historical and tourist heritage qualified under the PPI, five were indicated for carrying out specialized studies to structure delegation plans to the private sector through non-reimbursable resources from the BNDES Project Structuring Fund (BNDES FEP). In addition to studies at Fazenda Pau D’Alho, the project will also provide studies relating to the Fortaleza de Santa Cruz (Forte Orange); to the Santa Catarina Fortress; to the Old Diamantina Railway Station and the Carvalho Motta Palace. Studies on Fernando de Noronha properties were not included, given the need for greater understanding, at the time, between the Union and the state of Pernambuco. Resolutions and Decrees: Decree No. 10,349, of May 13, 2020 – Provides for the qualification of the policy for attracting private investments for the tourism sector, within the scope of the Investment Partnership Program of the Presidency of the Republic.
