Description | As part of parallel financing with the Inter-American Development Bank (IDB), the German Financial Cooperation project supports the Colombian government's reform efforts to achieve gender equality and equal rights for diverse population groups. As part of this sector reform program, which is designed as policy-based loan financing (PBL), the Colombian government, the IDB and German development cooperation will agree on policy actions in the following areas: (I) strengthening the legal framework and government measures that ensure a life free of violence for women, LGBTIQ+ people and migrants; (II) gender mainstreaming for women's equality; (III) mainstreaming a sexual and gender diversity approach for the equality of LGBTIQ+ people; (IV) designing and introducing a national care system. The implementation of the policy actions is a prerequisite for the disbursement of a development loan of EUR 150 million provided by KfW for a first program phase, with the federal government providing budget funds to reduce loan interest rates. In addition, the German Federal Ministry for Economic Cooperation and Development (BMZ) provides funds from a special Study and Advisory Fund (SBF) to finance short-term expert missions to support the design and implementation of reforms and policy measures. |
