Pericles 2025 - A practical vision on the fight against counterfeiting

The project consists of one day conference and two days of hands-on activities, with several study cases to be analyzed by the participants. The topics were identified according to the best practices applied by the EU countries and in an operational perspective. The organizational perspective will be object of analysis among the participants. Strengthening contacts between different type of entities will be one of the major goals of the project. For the euro protection against counterfeiting hands-on activities, the participants will be split in two groups, one with banknote experts and other with coin experts. Experiments will be performed to elaborate about the best practices to analyze counterfeits. Composed banknotes and mutilated banknotes by IBNS as well as deliberately altered coins and unfit coins will also be analyzed. Experts from Police Forces, National Central Banks, Customs and Judiciary entities from all euro area countries will be involved in the project, plus the ones from Bulgaria, Kosovo, North Macedonia, Montenegro, Serbia, Turkey, Angola, Brazil, Cape Verde, Mozambique, Guinea-Bissau, and São Tomé and Príncipe. Speakers from the European Commission, European Central Bank, Policia Judiciária, Banco de Portugal and selected NACs and CNACs will be of the utmost interest to the development of the conference. In the genesis of the conference is the possibility to contribute to the improvement of the fight against counterfeiting and fraud. The aims are to improve the cooperation between the different entities involved in the protection of the euro, demonstrate the need of an efficient National Counterfeit Office, the benefits of the cooperation between official entities in the fight against counterfeiting and fraud, highlight the rationale and the benefits of the Portuguese organizational scheme with a strict cooperation between Banco de Portugal and Policia Judiciária, improve the cooperation with non-euro countries, share experiences between all.
