Description | The European Network on Victims’ Rights (ENVR) is a professional cooperation and collaboration of Member States’ public institutions which are responsible for national policy making and implementation in victims’ rights. It was formulated in 2015 and strengthened in 2016 at political level by the the 997/16 Council conclusions, with the aim to contribute as a community to the ultimate goal of improving all victims’ situation. Over the past 10 years, ENVR has gone through significant growth both in size, capacity and the variety of programs. By today, it is an umbrella organisation, consists of three networks: the Generic Network, the EU Network of single contact points for compensation and the EU Network of single contact points for victims of terrorism. Its mission is developing collaboration and sustainable knowledge base in victims’ rights via mutual learning, for the better understanding and transposition of EU law, and the more effective practical application of it. ENVR has also operational roles for facilitating the work of those who can come into contact victims, for the better management of cross-border cases. ENVR plays role in the EU-level policy shaping and implementation and thus it is member of the EU Victims’ Rights Platform. ENVR is operated by the Association of the European Network on Victims’ Rights (AENVR), an independent and non-profit legal entity, set up by national public institutions operate in different EU Member States, and run by its own dedicated management. ENVR programs are open for all EU Member States, moreover it is highly committed to cooperate with EU candidate countries by involving them in ENVR programs and supporting them this way in developing their systems. All ENVR activities like symposiums, desk researches, running the online information hub, cooperate with other international stakeholders, and actions for participating in the EU policy implementation serve the overall objective to improve victims’ access to their rights. |
