Description | The European Network on Victims' Rights (ENVR) is a formation founded for active cooperation and collaboration between policy makers and other experts working under the control of national public organs responsible for victims' rights. ENVR was established in 2016 by the 9997/16 Council Conclusions (Amsterdam Conclusions) and it has been operated by the Association of the European Network on Victims' Rights (AENVR) in permanent form since 2018. In the operation period of 2022-2025, AENVR focuses on continuously operate the ENVR as core generalist network, operate the EU Network of single contact points for compensation as specific network and operate the network of single contact points for victims of terrorism as specific network - with the objective to be a hub of experts. The basic aims are to sustain and more develop the cooperation and coordination between Member State organs in the field of victims' rights, with emphasize on cross-border cases. AENVR provides exclusive forums for governmental professionals for mutual learning and to discuss challenges and solutions. Fostering of cooperation could result in the better understanding of methods for implementation of the relevant EU law and the improvement of practical application of the transposed law. The development of a sustainable knowledge base concerning EU legal sources in the area of victims' rights is continuous priority. AENVR endeavours to deepen its activity in the area of supporting different groups of vulnerable victims; learning more about and fostering awareness raising on victims' rights; and permanently incorporating the issue of seeking solutions and innovations in digitalization of justice. This could mean on one hand the sharing of digital solutions which can be used in victim support and victim protection and, on the other hand, the possible increase of AENVR capacity to provide interface for more advanced digital cooperation between authorities (e.g. communication, exchange of data). |
