Description
Description | The development objective of the Second Development Policy Loan (DPL) to Foster More Inclusive Growth Program for Philippines is to: 1) enhance public revenue mobilization and strengthen fiscal risk/debt management, 2) increase private and public investments notably to help promote job creation, 3) improve Public Financial Management (PFM) to enhance the accountability and effectiveness of public spending more broadly, and 4) strengthen public resource allocation for education and health outcomes. This program document describes a single-tranche development policy loan (DPL) to the Republic of the Philippines for US$ 300 million. This program programs support key building blocks of the inclusive growth agenda to allow the government to deliver on its Social Contract and Philippines Development Plan (PDP) 2011-2016, and is directly aligned with the World Bank's prevailing Country Assistance Strategy (CAS). The Philippines is enjoying increasingly easy access to domestic and external financing on favorable terms, but World Bank lending remains important. Finally, the authorities hope to continue benefiting from the knowledge associated with financing from the development financing institutions in order to raise the development impact of planned public investments. The DPL program has been aligned to selectively support the implementation of key building blocks and results objectives identified in the PDP. |
