The project will: (a) strengthen institutional capabilities in policy formation, planning, and management of nonformal vocational training and employment services; (b) improve training standards by strengthening training support services and developing mechanisms to increase cost sharing and cost recovery for training; (c) improve facilities and programs for nonformal vocational education by (i) upgrading Regional and Provincial Manp;ower Training Centers and the National Skills Training Center, (ii) providing incentives to the private sector to increase its provision of on-the-job training, (iii) improving the apprenticeship program, and (iv) supporting training in rural areas for women as well as unemployed and out of school youth; finally (d) conduct two studies under the auspices of the Council of the National Manpower and Youth Council to: (i) define a strategy and investment plan for the rationalization and improvement of formal technical and vocational education and training, and (ii) determine the feasibility of establishing sector specific and advanced technology training centers.
