Description | The Social Expenditure Management Project will support basic social services, during the difficult fiscal period following the East Asian financial crisis, and significant improvements to public expenditure management in social sectors, will be introduced. There are two main components: 1) The protection of basic social services, comprises selected on-going programs in the Education, and Social Welfare Departments, largely benefiting the poor. Quality improvement of basic education include the provision of textbooks, and teacher manuals, complemented by teacher training assistance. In addition, construction, repair, and, maintenance of classrooms will be implemented, and, needed equipment - desks and chairs - will be supplied. Social assistance for disadvantaged groups, will be provided through: a) the Comprehensive Integrated Delivery of Social Services, who will provide basic needs through a demand-driven approach, targeting the poorest municipalities; b) the Maintenance and Operation of Centers and Institutions, will focus on orphanages and centers for the handicapped; while, c) the Assistance Program for Distressed and Disadvantaged Populations will include programs for special groups. 2) An integrated technical assistance package will strengthen management capacity, and information systems, developing appropriate systems, and providing on-the-job training capabilities. |
